The Housing Authority of the City of Los Angeles (HACLA) attended the HouseLA event to promote the advantages of the Homeless Incentive Program (HIP) for landlords. HACLA has partnered with the Housing Authority of the County of Los Angeles (HACoLA) to provide homeless incentive payments for private landlords who house applicants from HACLA’s homeless housing assistance programs.
The event was put together by Los Angeles County Third District Supervisor Sheila Kuehl and was hosted by Los Angeles Valley College in Van Nuys. Over 50 landlords attended the event to learn about various benefits and financial incentives offered by HACLA and HACoLA through the HIP program, available to landlords if they commit to accepting tenants with vouchers issued by one of HACLA’s eligible homeless programs.
“You really are a key to any kind of success we are going to have in housing our homeless and underserved population,” said Supervisor Sheila Kuehl in her opening remarks addressing the landlords. “You won’t find any more reliable tenants than a grateful man, woman or family who was once homeless.”
HACLA has been involved with the HIP program since 2016. Funding for the HIP program comes from funds available through Measure H. Some of the main incentives offered to the landlords through the HIP program include: a holding fee incentive, move-in assistance, as well as access to a damage mitigation fund.
“The best way that we are going to solve homelessness is one unit at a time, one landlord agreeing to participate in our program with a tenant, and when that happens it is a win-win situation,” said Carlos VanNatter, HACLA’s Director of Section 8.
“If it wasn’t for the hard work, effort, and understanding that you all have, I wouldn’t have a place to live. It is the most rewarding thing to have a place to call home,” shared Zondre Johnson, formerly homeless and formerly incarcerated Section 8 resident. Zondre shared her heartfelt and emotional experience prior to finding a home in hopes to inspire more landlords to sign up for the program to help families and individuals experiencing homelessness.
Following the brief remarks by the speakers, landlords were able to join the working groups in breakout sessions led by representatives from HACLA, HACoLA, Brilliant Corners, LA Family Housing and other affiliate organizations. Landlords already participating in the HIP program had an opportunity to share their experiences with the program while new landlords asked questions about program requirements and benefits.
