A Section 3 Resident is:

  1. A Public housing resident; or
  2. A low income person residing in the metropolitan area or non-metropolitan county where the Section 3 covered assistance is expended.

Income limits are determined annually by HUD for each metropolitan area. The table below lists the FY 2017 Los Angeles Metropolitan Area Income Limits. If your income falls at or below one of those categories, you are a Section 3 Resident.

HACLA maintains a database of qualified employment-ready Section 3 Residents who are referred to contractors for their hiring needs.

Section 3 Residents wishing to enroll in the registry must complete Section 3 Resident Registry Enrollment Form and submit it to Fidelina Rivas (e-mail: [email protected]). General questions relating to the Section 3 Resident Registry, or assistance to find qualified Section 3 Residents should be directed to Fidelina Rivas.

In addition to employment opportunities, trainings, mentorship programs, internships, scholarships and other opportunities are available to Section 3 Residents. Interested individuals should contact [email protected] to provide their preference, area of study and contact information.

The Earned Income Disallowance (EID) is a program that allows tenants who have been out of work to accept a new job without having their rent increase right away.
